    Why Search Planning Starts Before the Search Begins

    When a person, vessel or aircraft is reported missing at sea, the search does not begin with boats spreading out randomly across the ocean.

    A search and rescue response starts with information.

    Search and rescue coordinators need to establish what happened, when it happened, where the casualty was last known to be, what may have moved them since then and which resources can search effectively. The quality of that initial information directly affects the size of the search area, the choice of search pattern and the time available to locate survivors.

    In the Caribbean, where distances between islands can be significant and weather can change quickly, accurate information is especially important. A small error in position or timing can become a much larger uncertainty after several hours of wind, tide, current and leeway.

    Search planning is a structured process

    International search and rescue systems are built around common procedures rather than improvised decision-making. The International Convention on Maritime Search and Rescue provides the international framework for organising maritime SAR services and coordinating assistance to people in distress.

    The IAMSAR Manual, jointly published by IMO and ICAO, provides guidance on the organisation, mission coordination and mobile facilities involved in search and rescue.

    That does not mean every incident follows an identical script. The response must reflect the circumstances of the case, the information available, the environment and the capabilities of the units involved. It does mean that search planning is based on recognised principles.

    The first task is to establish the facts

    Before deciding how to search, the rescue coordination team needs to understand the incident.

    Important questions include:

    • Who is missing or in distress?
    • What type of vessel or craft is involved?
    • How many people are aboard?
    • When and where was the vessel last seen or last contacted?
    • What was its intended route?
    • What speed and heading was it making?
    • What communications or tracking equipment was available?
    • What was the weather and sea state?
    • Did anyone see a person enter the water?
    • Was the vessel drifting, disabled, capsized or underway?
    • Are there medical, survival or environmental factors affecting the likely outcome?

    Information may come from the vessel, a shore contact, another mariner, a witness, a distress alert, a mobile telephone, a tracking system or previous voyage details.

    Not all information has the same reliability. A confirmed GPS position received at a known time is different from an approximate position remembered several hours later. Search planners must assess the quality of each piece of information rather than treating every report as equally precise.

    Last known position is only the starting point

    The last known position is often the most important initial reference, but it is not automatically the position of the casualty when the search begins.

    The casualty may have moved because of:

    • Wind
    • Surface current
    • Tidal stream
    • Waves and swell
    • Leeway from the wind
    • Propulsion or steering failure
    • Human movement through the water
    • Interaction with reefs, shoals, headlands or other features

    A small craft with a high freeboard may drift differently from a person in the water. A liferaft, a capsized boat, a paddlecraft and a swimmer may all respond differently to the same conditions.

    This is why search planning uses an estimated area rather than a single point. As time passes, uncertainty grows unless new information becomes available.

    Datum and drift matter

    In SAR terminology, the datum is the best available reference position for where the search should be centred at a particular time.

    The datum may be based on:

    • A distress alert position
    • A confirmed visual sighting
    • The last known position
    • A reported separation point
    • A calculated drift position
    • A new position reported by a responding unit

    The search area around the datum depends on the likely error in the original information and the movement of the casualty since that information was obtained.

    For example, imagine a small boat last contacted at 10:00 near the eastern end of an island. The boat was believed to be making 5 knots westward, but the engine then failed. By 13:00, the boat may no longer be near its intended track. If the wind and current are also carrying it offshore, searching only along the planned route may miss the casualty entirely.

    The search plan must reflect what the boat is likely to have done, not what the operator intended it to do.

    Search patterns are chosen for a reason

    Different search patterns suit different situations.

    A small, well-defined area may be searched using a close pattern around the datum. A larger area may require parallel tracks, expanding squares or sector searches. Aircraft and surface vessels may use different patterns because of differences in speed, visibility, endurance and sensor capability.

    The choice depends on:

    • The size and shape of the search area
    • The confidence in the datum
    • The type of casualty
    • The number and capability of search units
    • Visibility and weather
    • Sea state and lighting
    • The likelihood that the casualty can be seen from the air or surface
    • The need to keep units clear of hazards and each other

    A search pattern is not simply a line drawn on a chart. It must be navigated accurately and monitored continuously. Poor steering, incorrect spacing, weak communications or failure to account for drift can reduce the effectiveness of the search.

    Why early reporting matters

    The sooner a concern is reported, the smaller the likely search area and the more options remain available.

    A delayed report may mean:

    • The casualty has drifted further from the last known position.
    • Daylight has been lost.
    • Weather has deteriorated.
    • Fuel or battery reserves are reduced.
    • A person in the water is becoming colder, weaker or less visible.
    • Responding units must search a much larger area.

    Families, marina staff, charter operators and shore contacts should not wait for certainty before raising a concern. The appropriate maritime emergency service can assess the information and decide whether further action is needed.

    A report made early can be updated later. A report made after several hours of avoidable delay cannot recover the time already lost.

    Give rescuers useful information

    When reporting a missing or overdue vessel, provide the clearest information available:

    • Vessel name, registration or identifying features
    • Number of people aboard
    • Last known position and time
    • Intended destination and route
    • Speed and heading
    • Fuel endurance or battery status
    • Communications and tracking equipment
    • Lifejackets, liferaft, EPIRB or other survival equipment
    • Medical issues or other vulnerabilities
    • Weather and sea conditions at the time
    • Any changes to the planned voyage

    Do not guess confidently where the facts are uncertain. It is better to say that a position is approximate than to provide false precision.

    Search planning also depends on cooperation

    A good SAR response is not only the responsibility of the rescue coordination centre. Vessel operators, marinas, tourism businesses, fishing communities and local authorities all influence the quality of the information available.

    A clear float plan, maintained contact details, working communications equipment and accurate vessel records can all reduce uncertainty before an incident occurs.

    Conclusion

    Search and rescue becomes more effective when the initial information is accurate, timely and openly communicated.

    The first position reported may not be the position where the casualty is found. Wind, current, leeway, time and uncertainty all matter. That is why trained SAR personnel build a search area from the available evidence, update it as new information arrives and choose patterns suited to the situation.

    For boat operators and shore contacts, the practical lesson is simple: report early, provide accurate details and keep the information current. Good preparation does not replace the rescue service, but it gives rescuers a much better chance of finding the people who need help.

    World Drowning Prevention Day 2026: Unite to Turn the Tide

    Today, Saturday 25 July, is World Drowning Prevention Day 2026, held under the theme Unite to Turn the Tide.

    Around 300,000 people die from drowning worldwide each year. That is approximately 30 deaths every hour. Nearly one quarter of those deaths involve children under five.

    These figures are global, but the message is directly relevant to the Caribbean.

    Water is central to our communities, livelihoods and economies. It supports fishing, transport, tourism, recreation and sport. It is also present around homes, schools, hotels, marinas, pools, rivers, drainage systems and flood-prone areas.

    Drowning prevention cannot therefore be treated as the responsibility of one organisation, one emergency service or one government department.

    The official World Drowning Prevention Day 2026 campaign calls on every sector and every level of society to play its part in reducing drowning deaths by 35% by 2035.

    For the Caribbean Maritime Safety Association, the central message is clear: Drowning is preventable, but prevention depends on people and organisations acting together before the next emergency.

    Drowning prevention is about more than beaches

    When people think about drowning, they often picture a swimmer in difficulty at a beach.

    That is only one part of the problem.

    Drowning can occur in:

    • Swimming pools
    • Wells and cisterns
    • Rivers and drainage channels
    • Ports, docks and marinas
    • Fishing grounds
    • Small craft and commercial vessels
    • Floodwater
    • Hotel and residential properties
    • Unsupervised areas close to the sea

    It can affect young children, visitors unfamiliar with local conditions, workers around water, experienced swimmers, fishers, seafarers and people attempting to rescue someone else.

    A person in difficulty may not be able to shout or wave. They may appear to be treading water, become unresponsive or disappear beneath the surface without attracting immediate attention. This is why prevention, active supervision and early recognition matter.

    What does “Unite to Turn the Tide” mean?

    The 2026 theme is not simply a campaign slogan.

    It reflects the fact that no single intervention can prevent every drowning.

    Swimming lessons matter, but they do not remove the need for supervision. Lifeguards save lives, but they cannot supervise every shoreline, pool or vessel.

    Rescue equipment is valuable, but it must be accessible, maintained and understood. Emergency services need capability, but they are often responding after other safety controls have failed.

    Effective drowning prevention connects:

    • Safer infrastructure
    • Active supervision
    • Swimming and water-safety education
    • Lifejacket use
    • Lifeguarding and rescue capability
    • Safer maritime transport
    • Occupational safety
    • Flood preparedness
    • Public information
    • Effective laws and policies
    • Reliable incident data

    A 2025 Pan American Health Organization review of 26 countries found significant gaps in drowning-prevention governance across the Americas.

    Only 11 countries, or 42%, reported having a designated government coordination focal point.

    Two countries, or 8%, reported having a government-led national drowning-prevention strategy.

    These findings reinforce the need for coordinated work across health, education, tourism, maritime safety, disaster management and emergency response.

    For Caribbean countries and territories, that cooperation must reflect local circumstances. The hazards, laws, emergency arrangements and resources of one island should not automatically be assumed to apply to another.

    Everyone has a part to play

    Parents and carers

    Children need active supervision whenever they are near water.

    This means that a responsible adult is watching, close enough to intervene and not distracted by a phone, conversation, alcohol or another activity.

    Responsibility should be clearly assigned. When several adults assume someone else is watching, a child may effectively be unsupervised.

    Parents and carers can also:

    • Control access to pools, wells and water storage
    • Choose lifeguarded areas where available
    • Teach children to ask permission before entering water
    • Enrol children in safely managed swimming and water-safety education
    • Learn basic first aid, resuscitation and safe rescue principles

    Schools and community organisations

    Water safety should be treated as a practical life skill.

    Schools and youth programmes can help children understand local hazards, the limits of swimming ability, the importance of supervision and how to raise the alarm.

    Community organisations can also identify dangerous water locations, support public education and connect families with appropriate swimming and safety programmes.

    Tourism, maritime and watersports operators

    Operators have responsibilities that extend beyond displaying warning signs.

    Depending on the activity and local requirements, this may involve:

    • Assessing site-specific risks
    • Providing suitable safety information
    • Maintaining rescue and communications equipment
    • Ensuring staff are trained and competent
    • Checking lifejackets and flotation equipment
    • Separating swimmers from vessel activity
    • Establishing emergency and casualty-handover procedures
    • Reviewing incidents and near misses

    General good practice does not replace local law, licensing conditions or the operator’s formal safety responsibilities.

    Workers around water

    Fishers, seafarers, marina personnel, watersports staff and others working close to water may face regular exposure to drowning risk.

    Workers should receive suitable training, understand emergency procedures and have access to appropriate personal protective and lifesaving equipment.

    Lifejackets must be suitable for the work and worn when required. Equipment that remains stored away cannot protect someone who unexpectedly enters the water.

    Governments and public authorities

    Government leadership is essential to sustainable drowning prevention.

    Relevant responsibilities may sit across health, education, tourism, maritime affairs, labour, planning, disaster management and emergency services.

    Authorities can strengthen prevention by:

    • Improving incident reporting and data
    • Identifying high-risk locations and populations
    • Supporting swimming and water-safety education
    • Establishing appropriate safety policies and standards
    • Improving flood preparedness
    • Strengthening beach, vessel and occupational safety arrangements
    • Coordinating the agencies responsible for prevention and response
    • Investing in interventions that reflect national and local needs

    Five practical actions for 25 July

    World Drowning Prevention Day should lead to action, not awareness alone.

    1. Assign active supervision

    Before children enter or approach water, agree who is responsible for watching them. Do not rely on several adults informally sharing the task.

    2. Check one water hazard

    Inspect a pool gate, cistern cover, marina ladder, lifebuoy, warning sign or emergency-access point.

    Record and correct any defect rather than assuming someone else will report it.

    3. Review lifejackets and rescue equipment

    Check that equipment is present, accessible, in suitable condition and appropriate for the intended user or activity.

    Staff and crew should know where it is and how to use it.

    4. Discuss safe rescue

    Where it is safe and appropriate, the initial response should be to raise the alarm and assist from a secure position using flotation, a reaching aid or a thrown rescue device.

    An untrained person entering hazardous water can become a second casualty.

    5. Practise part of the emergency plan

    Test communications, casualty recovery, emergency access or contact with external responders. A short, controlled exercise can reveal uncertainty before a real incident occurs.

    Awareness must lead to safer systems

    The release of the WHO PROTECT technical package immediately before World Drowning Prevention Day reinforces the importance of moving from individual messages to coordinated systems.

    Drowning prevention is not achieved through one poster, lesson, rescue course or annual campaign.

    It requires hazards to be controlled, children to be supervised, people to learn appropriate water skills, workers to be protected and response systems to remain capable.

    Every person has a role, but responsibility must not be shifted entirely onto individuals.

    Families need safer environments. Workers need competent employers. Communities need effective infrastructure. Emergency services need resources and training. Governments need reliable information and coordinated policy.

    How CMSA is contributing

    The Caribbean Maritime Safety Association works to strengthen practical drowning prevention, water safety and responder competence.

    Through the Making Waves Project, CMSA supports access to swimming and water-safety education for children and adults in Antigua and Barbuda.

    CMSA also promotes safer public behaviour through the CMSA Water Safety Code and develops and delivers programmes across lifeguarding, lifesaving, first aid, maritime safety, search and rescue and disaster preparedness.

    These activities represent only part of the wider system required to prevent drowning.

    Lasting progress will depend on constructive cooperation between communities, schools, maritime and tourism operators, emergency services, public authorities, non-profit organisations and governments.

    Turn awareness into action

    World Drowning Prevention Day is an opportunity to remember those whose lives have been affected by drowning.

    It is also a call to prevent the next incident.

    Choose one action today. Improve supervision. Check a hazard. Wear a lifejacket. Share water-safety information. Review an emergency plan. Support access to swimming and safe rescue education.

    No single action will turn the tide alone.

    Thousands of practical actions, carried out by people and organisations who understand their part, can.

    WHO PROTECT Physical Infrastructure: Preventing Drowning by Design

    A swimming pool has a gate, but it no longer closes properly. A marina has lifebuoys, but no suitable point from which a person can climb out of the water. A drainage channel crosses a community route without a barrier. A household cistern is left unsecured.

    None of these situations begins as a rescue emergency.

    They begin as infrastructure problems.

    The first strategy in the World Health Organization’s PROTECT technical package is Physical infrastructure that promotes safe interaction with water.

    Its inclusion sends an important message: drowning prevention does not depend only on people making safer choices or rescuers responding quickly. The environments in which people live, work, travel and enjoy the water can either reduce exposure to danger or allow preventable hazards to remain.

    This is the second article in our series examining WHO PROTECT.

    Readers unfamiliar with the framework can begin with our introduction to the WHO PROTECT drowning prevention package.

    What does WHO mean by physical infrastructure?

    The WHO PROTECT technical package for policy-makers presents physical infrastructure as one of seven priority strategies for preventing drowning.

    The strategy focuses on policies, laws and systems that support safer interaction with water. It includes infrastructure that controls access to hazards, reduces the likelihood of accidental entry and creates safer environments around water.

    In practice, this may involve:

    • Barriers around pools, wells and other accessible water hazards
    • Secure covers for water-storage systems
    • Safer crossings over rivers and drainage channels
    • Protection around exposed waterfront edges
    • Infrastructure that separates swimmers from vessel activity
    • Safer access to and exit from the water
    • Design that supports supervision and emergency response

    The right control depends on the setting.

    A hotel pool, domestic cistern, fishing harbour, public beach and flood-prone road do not present the same hazards. Each requires assessment against its local use, environment, legal requirements and available safety capability. The central principle is straightforward: prevent or reduce exposure to danger before an incident occurs.

    Barriers can stop an emergency before it begins

    Physical barriers are among the clearest examples of drowning-prevention infrastructure.

    WHO’s drowning fact sheet and prevention guidance identifies controlling access to water hazards, including fencing pools and covering wells, as an established approach to drowning prevention.

    This is particularly important for young children, who may reach water quickly and quietly.

    Depending on applicable local requirements, recognised standards and a site-specific risk assessment, controls may include:

    • Fencing that separates a pool from homes, accommodation or play areas
    • Gates designed to close and latch securely
    • Strong covers over wells, cisterns and water-storage containers
    • Barriers around drainage channels and hazardous drops
    • Guardrails beside exposed bridges, quays and waterfront routes
    • Controlled access to pools outside supervised hours
    • Separation between young children and accessible water

    A warning sign tells someone that a hazard exists.

    A well-designed barrier can help prevent them from reaching it.

    Signs remain useful, but they should not be treated as a substitute for physical protection where controlling access is reasonably achievable.

    Safer pools and domestic water storage

    Swimming pools are common across Caribbean hotels, villas, schools, homes and recreational facilities. Supervision remains essential, particularly where children are present. Infrastructure should support that supervision rather than relying entirely on an adult maintaining uninterrupted attention.

    A pool-safety review should consider:

    • Whether the pool is separated from nearby accommodation and play areas
    • Whether gates and access controls work as intended
    • Whether children can climb over, pass through or bypass a barrier
    • Whether furniture or other objects make the barrier easier to climb
    • Whether the pool is accessible outside supervised hours
    • Whether lighting and visibility support effective supervision
    • Whether safe entry and exit points are available
    • Whether rescue and emergency equipment can be reached quickly

    The presence of a gate or fence does not automatically mean the hazard is controlled.

    A damaged barrier, a gate that is permanently propped open or a latch that no longer works may create the appearance of safety without providing effective protection.

    Domestic water storage also deserves attention.

    Many Caribbean homes and communities depend on tanks, cisterns, wells and other storage systems. These are essential facilities, but unsecured openings can present a serious hazard.

    Practical controls may include:

    • Strong and securely fitted covers
    • Openings that cannot easily be lifted by a child
    • Controlled or locked access
    • Barriers around larger installations
    • Inspection after storms, cleaning or maintenance
    • Prompt repair of damaged lids, gates and surrounding structures

    Risk can increase during maintenance when a normal cover or barrier has been removed.

    Temporary controls should therefore remain in place until the system has been made secure again.

    Waterfronts, ports and marinas

    People can enter the water accidentally from docks, quays, jetties, slips, gangways and vessel berths.

    The likelihood may increase at night, during rain, when surfaces are wet, while people are carrying equipment or where alcohol is involved.

    Depending on local law, recognised standards and a site-specific risk assessment, practical controls may include:

    • Protection at identified high-risk edges
    • Non-slip walking surfaces
    • Suitable lighting
    • Clearly marked changes in level
    • Accessible ladders or other recovery points
    • Lifebuoys, throw lines or other suitable rescue equipment
    • Safe gangways and handholds
    • Separation between pedestrians, vehicles and operating machinery
    • Clear emergency access for responders
    • Identified locations from which a casualty can be recovered

    These examples are not universal WHO requirements. They are practical applications of the physical-infrastructure strategy that operators and authorities may consider against their own risks and obligations.

    A marina may have rescue equipment available, but that equipment has limited value if it is obstructed, poorly marked or unknown to staff.

    Similarly, a ladder should not be judged only by whether it exists. It must be positioned and maintained so that it can realistically assist someone in the water.

    Designing safer beaches and swimming areas

    The sea cannot be enclosed in the same way as a swimming pool, but infrastructure can still support safer beach use.

    Depending on the beach and its management arrangements, this may include:

    • Clearly identified public access routes
    • Safer entry and exit points
    • Designated swimming areas
    • Separation between swimmers and vessel or personal-watercraft routes
    • Lifeguard observation points
    • Rescue-equipment locations
    • Emergency access routes
    • Public warning or communication systems
    • Signs explaining site-specific hazards
    • Shade and welfare arrangements for safety personnel

    Infrastructure should reflect the actual hazards and use of the location.

    A generic sign may not explain a local reef, current, sudden drop-off, difficult exit point or vessel channel. Rescue equipment positioned far from the main activity area may not be available when seconds matter.

    The CMSA Water Safety Code encourages people to assess conditions, recognise local hazards and make safer decisions before entering the water.

    Good infrastructure supports those decisions by making hazards, controlled areas and safer options easier to recognise.

    Roads, bridges and drainage systems

    Physical infrastructure can also influence drowning risk away from beaches and swimming pools. Roads may cross waterways. Drainage channels may run through populated areas. Floodwater can hide road edges, damaged surfaces and open drains.

    The physical-infrastructure strategy may therefore support measures such as:

    • Barriers around deep or fast-flowing drainage channels
    • Guardrails at exposed crossings
    • Safer pedestrian routes
    • Improved bridge and roadside protection
    • Designs that reduce uncontrolled access to waterways
    • Infrastructure planned around known flood routes and runoff

    Operational warning systems, evacuations and emergency flood response belong more directly within the final PROTECT strategy, Threat preparedness. Those issues will be examined separately later in this series.

    The physical-infrastructure question is narrower: has the environment been designed and maintained to reduce avoidable exposure to water hazards?

    Infrastructure only works when it is maintained

    Installing a safety feature is only the beginning. Salt, sunlight, corrosion, storms, heavy public use and constrained maintenance budgets can quickly reduce the effectiveness of infrastructure in Caribbean conditions.

    An effective management system should establish:

    • Who owns the structure or equipment
    • Who is responsible for inspection
    • How frequently checks take place
    • How defects are reported
    • Who can authorise repairs
    • What temporary controls apply while repairs are outstanding
    • How incidents and near misses influence future design

    A broken gate, damaged guardrail or unusable ladder should not remain unattended because several organisations assume someone else is responsible.

    Clear ownership and maintenance responsibility are part of the safety control.

    A five-question infrastructure check

    Families, operators, schools, property managers and public bodies can begin with five questions.

    1. Where could someone enter water unintentionally?

    Look for open gates, unfenced pools, unsecured cisterns, exposed quay edges, wells, drains, unstable banks and poorly lit routes.

    2. Who is most exposed?

    Consider young children, older people, workers, visitors, people with disabilities and those using the location at night or during poor weather.

    3. Can access be prevented or better controlled?

    A barrier, secure cover, repaired gate or changed pedestrian route may reduce the hazard at its source.

    4. Can someone get out of the water?

    Check steps, ladders, handholds, lighting and casualty-recovery access. Entering the water may be easy while climbing out is extremely difficult.

    5. Who confirms that the control still works?

    Assign responsibility. Record defects and track corrective action until the hazard has been properly addressed.

    CMSA’s role in supporting practical implementation

    PROTECT is intended to support governments and policy-makers in strengthening drowning-prevention laws, policies and systems. CMSA’s complementary role is to help translate international drowning-prevention principles into practical Caribbean education, training, risk awareness and stakeholder cooperation.

    CMSA’s work can support this strategy by:

    • Promoting site-specific water-hazard awareness
    • Connecting infrastructure decisions with supervision and rescue capability
    • Supporting swimming and public water-safety education
    • Developing lifeguarding, lifesaving and responder competence
    • Encouraging organisations to learn from exercises, incidents and near misses
    • Bringing operators, communities and public bodies together around practical safety improvements

    CMSA does not replace the responsibilities of planning departments, building authorities, maritime administrations, property owners or other regulators. It can, however, contribute technical insight, education and training to help organisations understand how infrastructure, people and emergency arrangements work together.

    Preventing the need for rescue

    Physical infrastructure is not the most visible part of drowning prevention.

    A secured cistern cover, repaired pool gate, protected drainage channel or accessible marina ladder may receive little public attention.

    That is often the point. The most effective safety intervention may be the one that quietly prevents a person reaching danger in the first place.

    WHO Launches PROTECT Drowning Prevention Package

    The World Health Organization has launched the WHO PROTECT drowning prevention package, a new resource designed to help governments strengthen policies, laws and systems that reduce drowning.

    Published on 23 July 2026, ahead of World Drowning Prevention Day, the package brings together seven connected areas of action under the acronym PROTECT.

    Although most drowning deaths are preventable, many countries do not yet have the policies, legislation, coordination or governance arrangements needed to manage water-related risks consistently.

    What is the WHO PROTECT drowning prevention package?

    How PROTECT relates to the Global Strategy

    PROTECT supports the wider Global Strategy for Drowning Prevention, published in November 2025 through the WHO-hosted Global Alliance for Drowning Prevention.

    This includes fishers, seafarers, ferry crews, port personnel, tourism workers, watersports instructors, construction workers and emergency responders.

    Health services, emergency medical teams, fire and rescue services, search and rescue organisations and civil-society groups may all become involved when prevention fails.

    The Pan American Health Organization’s drowning-prevention guidance similarly identifies drowning as a multisectoral issue involving health, education, transport, tourism and disaster-risk management.

    PROTECT offers a shared structure through which Caribbean governments and stakeholders can examine:

    Why a systems approach matters

    Swimming education will have limited effect if children remain exposed to uncontrolled water hazards. Rescue training cannot compensate for unsafe transport systems. Lifejackets cannot protect people if they are unavailable, unsuitable or not worn.

    Emergency response may also be delayed if communications, agency responsibilities and casualty handover arrangements have not been agreed.

    A stronger drowning-prevention system connects prevention, preparedness, response and learning.

    PROTECT gives governments and stakeholders a practical structure around which that cooperation can develop.

    It moves the conversation beyond awareness alone and towards the policies, investment, accountability and delivery systems needed to reduce drowning over time.

    How CMSA’s work aligns with PROTECT

    The Caribbean Maritime Safety Association is not presenting itself as a national implementing authority for PROTECT.

    Formal adoption and implementation will require government leadership, appropriate policy decisions and cooperation across the responsible sectors.

    CMSA is, however, already active in areas that align with several PROTECT themes.

    Rescue and resuscitation

    CMSA supports lifesaving, first-aid, casualty-response and responder development. This contributes to stronger recognition, rescue and immediate care when prevention measures fail.

    Education in swimming and water safety

    Through the Making Waves Project, CMSA supports access to swimming and practical water-safety education in Antigua and Barbuda.

    Water is central to our work, travel, tourism, recreation and community life. It is also present in many of the region’s risks, from beaches, swimming pools and small-craft operations to flooding, rivers, marinas and coastal workplaces.

    Knowing how to prevent drowning incidents means preparing for danger before anyone enters the water.

    A calm sea can change quickly. A rip current, sudden drop-off, overturned craft or child briefly out of sight can turn an ordinary day into an emergency. Effective prevention depends on families, lifeguards, tourism operators, vessel crews, coastal managers, emergency services, community organisations and governments understanding their roles and working together.

    The World Health Organization’s World Drowning Prevention Day campaign calls for this kind of joined-up action. The aim is not simply to raise awareness for one day, but to create lasting systems that reduce risk throughout the year.

    Prevent drowning before anyone enters the water

    The most effective intervention often happens on shore.

    Before swimming, boating or carrying out work near water, assess the conditions rather than relying on appearances. Check the weather forecast, wind strength, sea state, tides and any local warnings.

    A beach that is suitable in the morning may become unsafe later in the day, particularly where changing winds, waves and currents affect an exposed coastline.

    Local knowledge is also important. Beach managers, lifeguards, fishermen, watersports operators and coastal communities may recognise hazards that are not obvious to visitors.

    A plan that exists only in a folder will not protect anyone. Staff, volunteers and partner agencies need to understand it, practise it and review it after incidents, near misses and significant changes in conditions.

    Supervision is not the same as being nearby

    Close, active supervision is one of the strongest safeguards against drowning, particularly for young children and weak swimmers.

    The responsible adult should remain close enough to intervene immediately. Watching from a sun lounger, preparing food, using a mobile phone or becoming absorbed in conversation creates gaps in attention.

    Drowning is often quiet.

    A person in difficulty may not wave, shout or display the dramatic struggle commonly shown on television. They may be vertical in the water, unable to keep their mouth clear, making ineffective movements or disappearing below the surface without attracting attention.

    This is why supervision must be clearly assigned.

    At a family gathering, pool or beach, one adult should know that they are responsible for watching. Responsibility should not depend on everyone assuming that someone else is paying attention.

    At organised activities, supervision should reflect:

    • The age and ability of participants
    • The number of people in the water
    • Visibility above and below the surface
    • Waves, currents and water depth
    • Medical or additional support needs
    • The size of the activity area
    • The time needed for a rescuer to reach someone
    • The availability of rescue and first-aid equipment

    A shallow pool, open-water swim, school beach visit and watersports activity near vessel traffic all require different controls.

    Choose lifeguarded swimming areas where possible

    Where available, use lifeguarded beaches and managed swimming areas and follow the directions of the safety team.

    Flags, warning signs and temporary closures are safety controls, not suggestions. If conditions exceed the capability of the available team, or if the swimming area is closed, the correct decision is to stay out of the water.

    Effective lifeguarding involves more than placing a strong swimmer on a beach.

    Lifeguards need appropriate training, fitness, surveillance skills, communication procedures, rescue equipment, casualty-care competence and a clear emergency plan. They also need a defined area of responsibility and sufficient support for the conditions and number of people present.

    A lifeguard cannot compensate for poor management, uncontrolled vessel movements, missing equipment or unclear emergency arrangements.

    Understand rip currents and changing conditions

    Rip currents deserve particular attention in Caribbean water-safety education.

    They are concentrated flows of water moving away from shore through the surf zone. They may sometimes appear as darker, choppier or unusually smooth channels between breaking waves, although they are not always easy to identify.

    Swimmers should avoid entering water where conditions cannot be assessed, local warnings are being ignored or there is no safe route back to shore.

    If caught in a current:

    • Remain as calm as possible
    • Conserve energy
    • Float if necessary
    • Signal and shout for help
    • Avoid exhausting yourself by repeatedly fighting directly against the current
    • Move across the flow only when able and when conditions allow

    General safety information cannot replace the instructions of a lifeguard or an assessment of the specific beach. Currents, waves, reefs and coastal profiles vary considerably across the region.

    Build water competence, not false confidence

    Swimming is an important life skill, but swimming lessons alone do not make someone safe in every water environment.

    A person who is confident in a pool may still struggle with:

    • Waves and currents
    • Poor visibility
    • Unexpected depth

    • Fatigue
    • Panic
    • Heavy clothing
    • Distance from shore
    • An unexpected fall from a vessel

    Water-safety education should help people assess risk, enter and exit safely, float, move through the water efficiently and call for help early.

    Reduce alcohol-related water risk

    Alcohol affects judgement, balance, coordination and reaction time. It may also encourage people to underestimate conditions or overestimate their ability.

    Around water, this can lead to:

    • Diving into unfamiliar areas
    • Swimming alone or after dark
    • Ignoring weather or beach warnings
    • Entering the water to attempt an unsafe rescue
    • Falling from a dock or vessel
    • Operating a craft while impaired
    • Failing to supervise a child properly

    Beaches, events, charter businesses and watersports operators should communicate expectations before an activity begins, rather than waiting until unsafe behaviour occurs.

    Equip waterfront sites and vessels for a rapid response

    Prevention includes being ready when prevention fails.

    Every managed waterfront site and vessel should carry suitable, maintained safety and rescue equipment that can be reached quickly.

    Depending on the location and operation, this may include:

    • Rescue tubes
    • Throw bags
    • Reaching poles
    • Lifebuoys
    • Correctly sized lifejackets
    • Communications equipment
    • First-aid supplies
    • Resuscitation equipment
    • Clearly marked emergency access points

    Equipment is only effective when people know where it is and how to use it.

    Teams should practise realistic scenarios such as:

    • A missing child at a busy beach
    • A distressed swimmer outside the supervised area
    • A person swept towards rocks
    • A man-overboard incident
    • An unconscious casualty in a pool
    • A delayed emergency call
    • A rescue involving more than one casualty

    Exercises reveal practical problems that may not appear in a written plan, including unclear radio procedures, inaccessible equipment, uncertainty over responsibilities or delays in contacting emergency services.

    Where possible, use a reach-or-throw method before entering the water. An untrained or poorly equipped rescuer can quickly become a second casualty.

    Water entry may be necessary for trained personnel, but it should be supported by appropriate equipment, communication and an understanding of the hazards.

    Make lifejackets part of normal boating safety

    For vessel operators, lifejackets should be correctly sized, serviceable and worn whenever required by law, operating procedure or risk assessment.

    They should not be stored in a place that cannot be reached once an emergency has begun.

    Passengers should receive a simple safety briefing covering:

    • Where lifejackets are located
    • How they are worn and adjusted
    • How to raise the alarm
    • What to do if someone falls overboard
    • Where passengers should sit or stand
    • What instructions to follow during an emergency

    Children require particular attention because an adult-sized lifejacket may not provide suitable protection or remain secure.

    Local legal requirements vary, so vessel owners and operators must confirm the rules that apply to their vessel, activity and operating area.

    Train people for the roles they perform

    A credible safety culture depends on practical competence.

    Lifeguards need more than physical fitness. Vessel crews, port personnel, police and rescue teams also require training that reflects the environments and responsibilities in which they operate.

    Training should be:

    • Relevant to the person’s actual role
    • Based on clear learning outcomes
    • Practised under realistic conditions
    • Supported by appropriate equipment
    • Refreshed regularly
    • Assessed where competence must be demonstrated
    • Reviewed after exercises and incidents

    A community volunteer overseeing a beach event does not require the same capability as a professional rescue team. Both, however, need to understand their limits, emergency actions and escalation routes.

    Inadequate or overly theoretical training can create false reassurance. Clear standards, practical exercises and regular refreshers build confidence that is earned.

    Learn from near misses

    Not every dangerous event becomes a fatality.

    That is precisely why near misses are valuable.

    A swimmer recovered from a current, a child found after briefly going missing, a failed lifejacket or a delayed emergency call should prompt a structured review.

    Ask:

    • What happened?
    • What controls worked?
    • What failed or caused delay?
    • Was the hazard already known?
    • Was the equipment suitable and accessible?
    • Did everyone understand their role?
    • What needs to change before the next activity?

    Reports should be simple enough that staff and community members will use them. Their purpose should be learning and improvement, not blame.

    Sharing appropriate, anonymised hazard information can also help organisations identify recurring patterns and take action before a more serious incident occurs.

    From awareness to implementation

    World Drowning Prevention Day provides a valuable opportunity to focus public attention, but awareness must lead to sustained action.

    On 23 July 2026, WHO is launching the PROTECT Technical Package for Drowning Prevention.

    Across the Caribbean, water is part of everyday life. Children grow up around beaches, bays, rivers, harbours, fishing communities, boats and swimming pools. Water creates opportunity, enjoyment and livelihoods, but it can also create risk quickly when confidence is mistaken for competence, hazards are not recognised or supervision is weak.

    Making Waves school visits help boost water safety awareness before unsafe habits become normal. They give children practical knowledge that can shape safer choices at the beach, around boats, during school trips and in their own communities.

    Why water safety education belongs in schools

    Public-awareness campaigns have value, but children rarely learn safe behaviour from slogans alone.

    They learn through clear explanation, repetition, practical examples and trusted adults who can turn a serious subject into choices they understand. A school setting provides the structure to do that well. It reaches children before a beach day, holiday trip, boat journey or peer-pressure situation puts them in a difficult position.

    Water safety education must reflect Caribbean conditions

    Water-safety education only works when it reflects the environment children actually live in.

    Advice designed for indoor pools or temperate coastlines will not always deal with Caribbean realities.     A familiar beach is not automatically a safe beach.

    When a vessel goes overdue, a fisher fails to return before dark, or an aircraft ditching triggers a coastal search, the key question is not simply who responds. It is how every available resource responds together.

    That is where IAMSAR matters.

    IAMSAR provides a shared framework for planning, coordinating and conducting search and rescue across maritime and aviation environments. It helps rescue coordination centres, coastguards, marine police, naval units, aircraft, lifeboats, commercial vessels and volunteer teams work towards the same aim: locating, assisting and recovering people in distress as safely and effectively as possible.

    For the Caribbean, where incidents can involve several islands, multiple jurisdictions, mixed professional and volunteer resources, commercial traffic, tourism activity and rapidly changing weather, that shared framework is not paperwork. It is operational capability.

    What does IAMSAR stand for?

    IAMSAR stands for the International Aeronautical and Maritime Search and Rescue Manual.

    It is jointly developed and published by the International Maritime Organization and the International Civil Aviation Organization. Its purpose is to support a common aviation and maritime approach to organising and providing search and rescue services.

    That joint approach matters because real incidents rarely sit neatly within one organisation’s remit.

    A coastal search may involve a distress alert received by a maritime authority, an aircraft conducting an aerial search, a coastguard or police vessel operating offshore, a volunteer rescue boat searching close inshore, and ambulance or hospital teams receiving survivors ashore. IAMSAR helps those organisations work from a shared SAR language and structure rather than relying on improvised arrangements.

    What is IAMSAR used for?

    IAMSAR is used to support the planning, coordination and conduct of search and rescue operations.

    In practice, it helps organisations and responders deal with questions such as:

    • Who is coordinating this incident?
    • What information is needed before assets are tasked?
    • What is the likely search area?
    • Which search method is appropriate?
    • How should surface vessels, aircraft and shore teams work together?
    • Who is responsible for coordinating activity at the scene?
    • What reports need to be passed, and to whom?
    • When should the search plan be changed, expanded, suspended or handed over?

    IAMSAR is not a rigid script for every emergency. It provides a recognised structure that allows trained people to make sound decisions when the situation is uncertain, time-critical and changing.

    IAMSAR, legal responsibility and national SAR systems

    IAMSAR is guidance. It does not, by itself, create a country’s legal search and rescue responsibilities.

    Those responsibilities arise through international conventions, aviation arrangements, national legislation, national SAR plans and the procedures of the authorities responsible for coordinating search and rescue. IAMSAR helps States and SAR organisations develop the systems needed to meet those responsibilities. It supports clear arrangements for coordination, communications, rescue coordination centres, search planning, resource tasking and cooperation with neighbouring States.

    This distinction matters in practice.

    A volunteer rescue organisation may play an important role in a search, but it does not automatically become the SAR Mission Coordinator simply because it is first on scene. The coordination role should follow the relevant national arrangements, mission tasking and command structure.

    Equally, a maritime authority may hold responsibility for coordinating a mission but still depend heavily on local rescue units, aircraft operators, police, fisheries officers, marinas, commercial vessels and community intelligence to achieve a successful outcome.

    The three IAMSAR volumes explained

    The IAMSAR Manual is divided into three volumes. Each is aimed at a different part of the SAR system, but together they provide a complete view of how effective search and rescue should be organised and delivered.

    IAMSAR Volume I: Organisation and Management

    Volume I is concerned with the wider SAR system.

    It covers the establishment, organisation and improvement of national and regional SAR services. It is intended for the people responsible for policy, governance, planning, capability development, agreements and inter-agency cooperation.

    It is most relevant to:

    • National maritime and civil aviation authorities
    • Coastguard leadership
    • Government emergency planners

    Volume II supports decisions such as:

    • Evaluating the reliability and urgency of an alert
    • Gathering information on the casualty, people at risk and conditions
    • Establishing the likely search scenario
    • Selecting and tasking suitable resources
    • Developing search areas and search plans
    • Managing communications and reporting
    • Coordinating cross-border or multi-agency support

    Good crews and capable vessels can still be wasted if tasking is vague, search areas are poorly calculated, communications are unclear or command arrangements are confused. Strong mission coordination makes available resources more effective.

    IAMSAR Volume III: Mobile Facilities

    Volume III is intended for the people and assets operating in the field.

    It is designed for use aboard vessels, aircraft and other mobile resources that may conduct a search, carry out a rescue, assist another unit, coordinate activity at the scene or require SAR assistance themselves.

    It is relevant to:

    • Coastguard and rescue vessels
    • Naval, police, customs and fisheries units
    • Rescue aircraft and aircrew
    • Commercial vessels
    • Fishing vessels

    Key IAMSAR roles you need to understand

    IAMSAR uses defined SAR roles. The exact arrangements will depend on the country, incident and available resources, but the following roles are widely used.

    Rescue Coordination Centre or Joint Rescue Coordination Centre

    A Rescue Coordination Centre, usually called an RCC, is the facility through which SAR coordination is organised.

    A Joint Rescue Coordination Centre, or JRCC, may coordinate both maritime and aviation incidents.

    An RCC or JRCC may receive distress alerts, assess information, alert relevant agencies, coordinate tasking, maintain the operational picture and manage communications throughout the mission. Not every island or agency will operate a fully resourced RCC. However, every SAR system needs a clear and dependable route for receiving alerts and establishing who is responsible for coordination.

    SAR Mission Coordinator

    The SAR Mission Coordinator, commonly known as the SMC, is the person designated to coordinate a specific SAR mission.

    The SMC is responsible for the overall mission response. Their work may include gathering information, selecting search areas, tasking resources, monitoring progress, changing plans as new information emerges and ensuring that appropriate records are maintained.

    The SMC may work from an RCC, JRCC, coastguard operations room or another designated coordination point. They are not normally physically present at the scene.

    On-Scene Coordinator

    The On-Scene Coordinator, or OSC, is the person designated to coordinate the activity of multiple SAR facilities at or near the incident scene.

    The OSC role becomes particularly important when several vessels, aircraft or rescue units are operating together and need a common point of tactical coordination.

    The SMC may designate an OSC from a suitable search and rescue unit, ship, aircraft or other nearby facility able to manage the role. The person in charge of the first capable unit on scene may need to take immediate coordinating action until an OSC is formally appointed or relieved.

    The OSC does not replace the SMC. The SMC manages the wider mission; the OSC coordinates tactical activity at the scene.

    Search and Rescue Unit

    A Search and Rescue Unit, or SRU, is a mobile resource used to conduct SAR operations.

    Depending on the national system and the incident, this may include dedicated rescue boats, coastguard vessels, aircraft, helicopters, naval or police assets, commercial vessels, fishing vessels or volunteer rescue teams.

    An SRU must be suitable for the task, able to communicate effectively, equipped for likely conditions and operated by people who understand their role and limitations.

    How an IAMSAR-informed SAR mission works

    Every SAR case is different, but the underlying sequence is broadly consistent.

    1. Receive and assess the alert

    The first stage is receiving and assessing information.

    This may come from a distress alert, a family report, a vessel operator, a marina, a fishing cooperative, an aircraft, an EPIRB, a mobile phone, a VHF transmission or another emergency service.

    The initial information may be incomplete or unreliable. Good coordination starts by establishing the essentials:

    • Who is missing or in distress?
    • What is the vessel, aircraft or person description?
    • How many people may be involved?
    • What was the last known position, time and direction of travel?
    • What are the weather, sea and visibility conditions?
    • What communications or safety equipment may be available?
    • What has already been done?
    • Is there an immediate threat to life?

    2. Determine the emergency phase

    SAR emergency phases help coordinators match the response to the level of concern.

    • Uncertainty phase, or INCERFA: there is uncertainty about the safety of a person, vessel or aircraft.
    • Alert phase, or ALERFA: concern has increased and further action or investigation is required.
    • Distress phase, or DETRESFA: there is reasonable certainty that people are in grave and imminent danger and require immediate assistance.

    National procedures should define how these phases are declared, escalated and recorded.

    3. Plan the search

    Search planning is not guesswork.

    A good search plan uses the best available evidence to determine where a casualty may be and how likely they are to be found in different areas.

    This may include:

    • Last known position
    • Intended route or destination
    • Time since last contact
    • Vessel type, speed and endurance
    • Wind, current and tide
    • Drift behaviour
    • Weather and visibility
    • Mobile phone, AIS, radar, VHF or other electronic information
    • Witness statements
    • Local knowledge
    • Search effort already completed

    The objective is not simply to put more boats on the water. It is to put the right resources into the most likely areas, using a search method that gives the best chance of detection.

    4. Task and coordinate resources

    Once a plan has been developed, assets need a clear task.

    A useful tasking instruction should identify:

    • The mission objective
    • The search area or route
    • The target description
    • The required search pattern or activity
    • Communications channels and reporting times
    • Safety constraints
    • The designated coordinator
    • Handover arrangements
    • What to do if the casualty is located
    • What to do if communications are lost or conditions become unsafe

    This is why communications discipline matters so much. A capable rescue resource becomes far less effective if it cannot receive tasking, report sightings, pass updated information or coordinate safely with other units.

    5. Locate, rescue and recover survivors

    Locating a casualty is not the same as completing the rescue. Once a person, vessel or aircraft is found, teams may need to assess the scene, manage sea state, recover survivors, provide casualty care, control other traffic, coordinate evacuation and hand over to medical or law-enforcement agencies.

    They may also need to preserve relevant information and, where appropriate, evidence for the responsible authority.

    The rescue must remain proportionate to the risk. A rushed recovery, unsafe boarding attempt or unmanaged approach can create further casualties.

    6. Record, debrief and improve

    A good SAR system does not end when assets return to base. Incident records, debriefs, safety observations, equipment issues, communications failures and lessons learned should be captured and reviewed. Near misses matter.

    A delayed tasking, poor radio handover, unclear command relationship or inaccurate contact list may not cause harm on one occasion, but it can become critical in the next incident.

    This is where training, governance and operational learning connect.

    Why IAMSAR matters in the Caribbean

    The Caribbean has a demanding SAR environment.

    There are busy shipping routes, inter-island movement, fishing activity, yachting, cruise operations, remote coastlines, high visitor numbers, severe weather exposure and uneven resource availability between islands.

    A distress case can quickly become regional. A small vessel may leave one jurisdiction, drift into another search and rescue region, be sighted by an aircraft from elsewhere and require support from a neighbouring State or commercial vessel.

    IAMSAR helps reduce avoidable uncertainty by giving agencies and responders a common operating reference.

    For Caribbean SAR organisations, the value is practical:

    • It supports clearer coordination between maritime and aviation resources.
    • It gives agencies a shared language for tasking, search planning and reporting.
    • It helps define the difference between strategic coordination and on-scene control.

    • It helps preserve consistency when staff, volunteers or leadership change.

    IAMSAR does not remove the need for local knowledge. It makes local knowledge more useful by placing it within a disciplined system.

    IAMSAR is not a substitute for training

    Owning the IAMSAR Manual is not the same as being able to use it well.

    The manual provides a framework. Competence comes from training, exercises, supervision and operational experience.

    A SAR Mission Coordinator needs more than familiarity with terminology. They need to be able to assess incomplete information, make defensible decisions, plan searches, manage resources, communicate under pressure and maintain a clear record of what was known and why decisions were made.

    An On-Scene Coordinator needs to be able to manage several assets without losing situational awareness. A rescue boat crew needs to understand search discipline, casualty recovery, communications, navigation, limitations and crew resource management.

    Search patterns on paper can look simple. Carrying them out at night, in rough seas, around reefs, near shipping traffic or during deteriorating weather is another matter entirely.

    That is why CMSA’s maritime search and rescue training is built around practical decision-making, coordination, communications, search planning and realistic Caribbean operating conditions.     Who should understand IAMSAR?

    IAMSAR is not only for senior rescue coordinators.

    The depth of knowledge required will vary by role, but a working understanding is useful for:

    • Lifeboat, rescue boat and volunteer SAR teams

    Shared understanding strengthens the system as a whole.

    Questions every SAR organisation should ask

    If an organisation says it works to IAMSAR principles, it should be able to answer some practical questions honestly.

    • Are our roles, tasking and communications arrangements clear?
    • Do we know who coordinates a SAR mission and who can act as On-Scene Coordinator?
    • Are our contact lists current and tested?
    • Do we have written procedures for receiving, escalating and recording incidents?
    • Are our rescue units equipped and trained for the roles we expect them to perform?
    • Do we practise joint operations with the agencies and organisations we may need in a real incident?
    • Can we plan, brief, conduct and debrief a search in a structured way?
    • Do we record lessons from incidents and exercises, then act on them?
    • Are we training people for their real responsibilities rather than issuing certificates without practical assurance?

    The answers do not need to be perfect from the start. But they need to be honest.

    A weak area identified in training is manageable. A weak area hidden by assumption can become dangerous during a live incident.

    A calm sea can change character in minutes. One rip current, an overloaded boat, a child stepping beyond a safe depth or a poorly planned watersports activity can turn a normal day into an emergency. That is why water safety awareness is not a seasonal message, a poster on a wall or a short briefing before a beach trip. Across the Caribbean, it is a practical public responsibility. It protects residents, visitors, workers, children, marine operators and the emergency teams who may be called when something goes wrong.

    For coastal communities, tourism businesses, harbour staff, lifeguards, fishers, schools, rescue teams and public agencies, awareness is the starting point for prevention. It shapes decisions before an incident develops. It helps people read conditions, respect limits, use equipment correctly and raise the alarm early.

    The Caribbean Maritime Safety Association believes water safety awareness must lead to capability. People need more than advice to “be careful”. They need the confidence, knowledge and practical skills to make safer decisions around water, respond appropriately when risk develops and know when not to put themselves in danger.

    What water safety awareness really means

    Water safety awareness is about judgement.

    A person may know how to swim and still underestimate surf, current, fatigue or the distance back to shore. An experienced boat operator may still skip a weather check, fail to brief passengers or leave without reliable communications. A parent may be attentive but not appreciate how quickly a child can get into difficulty in shallow water. Real water safety awareness combines knowledge, observation and action. It means understanding local hazards such as rip currents, shore break, changing swell, reef cuts, rocks, drop-offs, strong tidal flow, marine traffic, sudden weather changes, alcohol, fatigue and poor supervision. It also means knowing when conditions are no longer suitable for swimming, boating, training, fishing or recreation.

    The Caribbean depends on safe access to the water. Beaches are public spaces. Marine transport supports livelihoods. Tourism relies on safe and enjoyable coastal activity. That access must be matched by clear public education, trained staff, credible operating standards and effective response capability.

    Why water safety awareness matters in the Caribbean

    The Caribbean is not one operating environment.

    Conditions vary from sheltered bays to exposed Atlantic-facing beaches, from busy tourist areas to remote coastlines, and from small community jetties to commercial ports. A beach that looks calm can have a strong lateral current. A narrow channel used by small craft may also carry larger vessels. Heavy rain can change visibility, runoff and water conditions around river mouths and coastal access points.

    Generic safety messages are rarely enough. Water safety education must reflect the real conditions people face locally.
